Steam bundles: types, setup and store page rules

29 Oct 2026 · 7 min read

A Steam bundle sells several of your products together at a discount, and Steam works out the price for each buyer. This guide covers the two bundle types, how the discount is applied, how to set one up, where it shows on your store page and how to build one with other developers, from Valve's bundles and collaborative bundles docs, checked 29 Oct 2026.

Two kinds of bundle

Steam has two bundle types. You pick one when you create the bundle:

RuleComplete The SetMust Purchase Together
Who can buy itAnyone missing at least one itemOnly someone who owns none of the items
What they payOnly the items they do not own, minus the discountThe whole bundle, minus the discount
Typical useCollector, Franchise or Developer PackDeluxe or Soundtrack Edition: base game plus one item
As a giftYes; charges only what the recipient lacksYes
Minimum priceEach item stays above about $0.49 after discounts (not for DLC-only packages)Total at least $0.58

Minimum prices are per currency; the background is in Steam pricing. Where the price of a bundle falls below the minimum, the bundle becomes unavailable in that country.

How the discount works

A bundle is a set percentage off the current price of every item in it that the buyer does not own yet. Valve built it this way so a bundle never gets out of step: when the items go on sale, the bundle price follows, and it stays a better deal than buying the items one by one without you managing it.

▪No limited-time bundle discount. You cannot schedule or time-limit a discount on the bundle itself; its price follows the discounts on the items inside it. Discount rules: Steam discount rules.
▪Up to 95% off the items.
▪No wishlist email. Setting a bundle live or changing its discount does not notify wishlisters. Only a discount on a package does; see wishlist notifications.
▪Regional versions are automatic. Each buyer gets the version they can buy. Valve's example: a buyer in Germany gets the low violence version of a game in the same bundle.

Setting up a bundle

You need the Manage pricing and discounts permission for every game you add. In Steamworks, open App & Packages, then Bundles, then Create New Bundle.

▪Name: shown on the store page of every product in the bundle.
▪Discount: the percentage off each item the buyer pays for.
▪Type: Complete The Set or Must Purchase Together.
▪Packages: the same store packages that sell each product on its own. Games, software, movies or DLC.
▪Graphical assets: optional, but a bundle only appears in search results if it has images. Valve has Bundles Asset Templates; image sizes in Steam image sizes.
▪Description: optional. "About this bundle" shows above the contents. The "Sale Description" is rarely used; it only shows on a curated sale landing page.

Check it with Preview Bundle In Store. Images only show in the preview once they are published, and there is no preview while none of the packages is public, so Valve suggests you may want to release the bundle after all its products are out.

To release it, publish the assets and description on the Publish tab, then press the green Set Live button. The bundle page is visible at once; the purchase option takes a few minutes to appear on each product page.

Changing a bundle later

▪Adding items to a Complete The Set bundle lets past buyers come back and buy just the new items at the bundle discount.
▪Removing items is allowed at any time while at least two remain. Past buyers are not affected.
▪You can also change the discount, the images and the description, and drag the items into the order they show on the bundle page.

On your store page

Bundles appear like other purchase options, just below them, and each has its own page. Up to three show on a game's store page. By default they are ordered by price, cheapest first for the person viewing. To set your own order, pin bundles in Edit Store Page, on the Special Settings tab. If more than three bundles contain the game, a button leads to a page listing all of them.

Your own account can show the wrong price. Developer accounts get games through auto-grant licenses, which confuses the bundle price. Valve says normal players see it correctly.

Bundles with other developers

A collaborative bundle holds games from several developers or publishers. You arrange it with them yourself, by email or chat; Valve strongly suggests the Complete The Set type for these.

▪Turn on collaborative mode on the bundle. Steamworks shows a URL with a temporary code.
▪Share it. Anyone with the URL can add packages, if they have Manage Pricing & Discounts for every game in the package.
▪When everyone is in, press lock bundle; each participant then approves the final state.
▪Every later change to the game list, the name or the discount needs every participant's approval again, and the bundle cannot be published while it waits.
▪Removing your own game is immediate, with no approval.

Only the bundle owner can change its description, localization, store visibility and artwork, and those changes need no approval. Valve's advice: be thoughtful about who you collaborate with and which games sit next to yours.

Other things to know

▪Refunds: each part of a bundle can be refunded under the normal rules for that type of content.
▪Gifts: both types can be bought as a gift.
▪No keys: bundles cannot have Steam keys. For keys that grant several products, ask Valve for a key-only package.
▪Reporting: bundle sales show as sales of each package; Game A plus Game B is one unit of each. The Sales & Activations CSV marks which sales came through a bundle.

Where a broadcast fits

Every product in a bundle has a store page, and that is where a buyer decides. A live broadcast there shows the game moving to every visitor. Loopcast keeps a store page broadcast running from an uploaded video, billed per minute on air; the sale page broadcast guide covers sales. You can try it free for 7 days, no card needed.

FAQ

What is the difference between Complete The Set and Must Purchase Together?

A Complete The Set bundle charges each buyer only for the items they do not own yet. A Must Purchase Together bundle, such as a Deluxe or Soundtrack Edition, can only be bought by someone who owns none of its items.

Can I run a limited-time discount on a Steam bundle?

No. A bundle has a set percentage off the current price of each item. It cannot be discounted for a limited time, but its price follows any discounts on the items inside it.

Do bundle discounts send wishlist emails?

No. Setting a bundle live or changing its discount does not notify wishlisters. Only a discount on a package does.

How many bundles can show on my Steam store page?

Up to three, below your other purchase options. You can make as many bundles as you like; if more than three contain the game, a button leads to a page that lists them all.

How deep can a Steam bundle discount go?

Up to 95% off the items. If the prices fall below Steam's minimum transaction price, the bundle stops showing and cannot be bought in that currency.
