Steam Season Pass: Valve's rules, roadmap, delays and refunds

30 Oct 2026 · 7 min read

A Season Pass on Steam is one purchase of current and future DLC, with each release and its timing shown on the pass's store page. This guide covers who Valve offers it to, what you must promise, setup, delays and what happens after, from Valve's Season Pass doc, checked 30 Oct 2026. Setting up and launching a regular DLC is covered in Steam DLC.

Rarely offered. A Season Pass is in effect a DLC pre-purchase, so Valve says it offers one only in a few rare cases, to partners with a well-established relationship and a proven track record on Steam. If you cannot say clearly what each DLC contains and when it will be ready, Valve says you should not offer one.

What you are promising

Each content release gets a launch timing, and Valve calls that a commitment to both customers and Steam. Under the Steam Distribution Agreement your DLC must match what you described, including the release dates. Valve also notes the risks: if customers do not like the content or its timing, it shows in sales and reviews.

▪Give a reason to buy upfront, such as a lower overall price or extra content, Valve suggests. Content can be exclusive to the pass or also sold on its own; if it is sold separately, Valve suggests a built-in discount or incentive for pass holders.
▪The name is yours. It need not be called a Season Pass, but it should make clear it includes future content: "Expansion Pass" or "Year One Edition" are Valve's examples.
▪One payee. All content in a Season Pass must pay to the same partner.

What the store page must show

RequirementDetail
DLC listEvery DLC in the pass, for example each of four.
What each DLC hasA basic description; "two new weapons" is enough, and the DLC needs no final name yet.
Release date for eachAt least quarter and year, or season and year. A month or exact date is fine.
One released DLCAt least one DLC must be out when the pass goes on sale, except a pass in a deluxe edition pre-purchase.

Setting it up

▪Create a DLC App ID, then click Enable Season Pass on DLC on its App Landing Page. This adds Season Pass steps to the pre-release checklist. Add any DLC that is playable on day one to the pass's package.
▪Build the roadmap. In Edit Store Page, DLC Description, use Create New Content Release for each item: a public title, a public description (with images if you like, localized), an internal intended date, and the publicly shown date as a day, month or window. A description without enough detail can get the pass rejected.
▪Allow for review. Store page review can take 3 to 5 business days; Valve recommends budgeting at least 7 days for a Season Pass. The wider timeline is in Steam review process.

Releasing each DLC

▪Release the DLC, or the in-game update, whenever it is ready. Releasing ahead of schedule is fine.
▪Add the DLC app to the Season Pass package with + Add Applications. If Steam blocks it, contact Steam Support.
▪Back on the roadmap, click Mark as Released, link the DLC's App ID, say whether it shipped as a base game update, a DLC with a store page or a hidden DLC (that one needs Valve), and pick the Steam event that announces it.

Delays, cancellations and refunds

▪One self-reschedule. Once during the pass you can move a DLC up to 3 months past the date you chose. Longer than that, contact Valve.
▪Cancelling a DLC means customers are offered a refund for the value of the unreleased DLC.
▪Valve can act even without complaints if a DLC slips more than a quarter past its promised window, or the content is not out after one year: removing the pass from sale, offering refunds of the whole pass, or refunding every buyer.

Pre-purchase and deluxe editions

A pass can be part of a game's pre-purchase. Valve sets the Season Pass DLC into pre-purchase mode on request; then no DLC has to be out when it goes on sale, but at least one must release when the game launches, and the pass's store page must be visible. The wider launch steps are in Steam launch checklist.

In a Deluxe or other premium edition, add the Season Pass DLC to the Deluxe package and also each individual DLC as it releases. Valve stresses this: without the individual DLC in the package, Deluxe buyers do not get access when it comes out.

After the last DLC

OptionWhat it means
Keep selling itThe default. New buyers get every included DLC at once.
Retire itRemoved as a purchase option; existing owners keep everything. DLC sold only in the pass is then gone for new customers unless you offer it another way.
Retire it and make a Complete the Set bundleBuyers pay only for the items they do not own yet.

Retiring needs Valve's help through a ticket. Complete the Set bundles are covered in Steam bundles. Valve also separates a Season Pass, where you choose when content releases, from a Battle Pass, where players unlock content through gameplay; you may name either one as you like.

Where a broadcast fits

Each DLC release sends people to the base game's store page, and a broadcast there shows them the new content. A Steam broadcast always uses the base game's App ID; see how to get your Steam stream key. Loopcast keeps a store page broadcast running from an uploaded video, billed per minute on air. You can try it free for 7 days, no card needed.

FAQ

Can any developer sell a Season Pass on Steam?

No. Valve says it offers a Season Pass only in a few rare cases, to partners it has a well-established relationship with and that have a proven track record on Steam.

What must a Steam Season Pass store page include?

A complete list of the DLC in it, a basic description of each, and an expected release date for each, at least quarter and year or season and year.

Can I delay a DLC in my Season Pass?

Once during the Season Pass you can reschedule a DLC yourself, up to 3 months later than the date you picked. For a longer delay, contact Valve.

What happens if I cancel a DLC in a Season Pass?

Customers are offered a refund for the value of the unreleased DLC. Valve may also act if a DLC slips more than a quarter or the content is still not out after a year.

Does a Season Pass update itself when I release a DLC?

No. You add the DLC to the Season Pass package and click Mark as Released on the roadmap, or customers will think the content did not arrive.
